Click on the "Theming" button in the top right corner, click on the black and white orb in the box that pops up, then paste the URL of a picture that you want as the background into the text box.

We can't upload anything from our PC?

Most wallpaper sites have Strict Prohibitions against 'direct linking' (bandwidth issues, I imagine).

You first upload to imgur http://m.imgur.com/upload and then you copy the link and you paste it! :P
