I've seen 800s... Have you found worse?
If you do an advanced search and cap the average rating at 800 you'll find quite a few 700s.

Heh, I believe that should be caused by a rating going negative once, and causing an underflow (http://en.wikipedia.org/wiki/Arithmetic_underflow) so the rating went that high.

One query I have is how representative ratings are of skill levels. I have recently played people ostensibly between 1200 and 1300 who seem to completely outplay me (I am usually in the 1300s, sometimes rising to 1430ish). Is there a lot of computer-assisted play out there, or is it just a sign that some players have just recently improved their game?
coledavis, I don't think people who have a 1200-1300 rating are cheating.

Trust me, even at my (intermediate) level, we advance quite slow compared to beginners.
