Does Lichess have a small user base?

People tend to forget that despite having many players currently active or even playing, the actual pool from which you'll find your opponent will be the exact people that started searching within 3-4-5 seconds from your search. That narrows it down from thousands to hundreds or even dozens of candidates. If you get the same player it just means you're both playing games at the same pace, which is quite common in bullet for example.

@rokoroks lichess rating is on average 200-300 points higher, but it's a different story. Also I am referring to rapid games. In bullet there are specific players, mostly of high level and the ratings are very distorted compared to the whole pool of players. Knowing that bullet is a fun chess variant it shouldn't be used to measure anything.
@rokoroks are you sure the inactive players are counted into the percentage?
For example in classical on chess.com I am usually around top 95% and here i am only around top 93% so chess.com players are better on average in that time control.
