"Mode" not saved for user?

The Lobby's game filter has a "mode" setting to display only casual or rated offers, or both. This setting apparently isn't saved for the user across clients. Aside from my personal preference for it to be saved, it seems more reasonable to expect it to be saved than discarded.

It is not discarded - a different browser/device cannot access the original browser's storage where the setting was saved. Each device/browser has its own copy. You may be right that many would prefer it to be account wide. You can suggest it on github.com/lichess-org/lila/issues if you like.

I thought settings were server bound. good to know. (maybe some settings not others).
